Background
Alachua County, Florida, home to the University of Florida and the city of Gainesville, continues to experience steady population growth and expanding development. The county’s Growth Management Department is responsible for reviewing and approving hundreds of building permit applications annually across residential, commercial, and mixed-use projects in a rapidly developing region.
Challenge
A recurring issue arose when multiple permits were required for buildings using the exact same set of plans and specifications within the same development. The traditional manual review process resulted in repetitive work, long processing delays, increased staff workload, and frustration for developers waiting to move forward with construction.
Solution
To address this, Alachua County implemented a specialized automation process using the Citizenserve permitting platform. They now create a single “master” permit that thoroughly pre-processes plans and specifications. This master permit then expedites the review and approval of all like-for-like permits in the development. Additionally, the county integrated Citizenserve with VUSPEX virtual inspection software to allow inspectors to conduct remote reviews.

The new system has transformed Alachua County’s permitting operations. Processing times for repeated permits have been dramatically reduced, staff productivity has significantly increased, and inspectors can safely perform virtual approvals.
