Challenge

The 2025 migration to Citizenserve delivered a fully integrated platform for rental registration and inspections. Landlords now submit annual RHSP self-certifications, pay per-unit fees, claim exemptions, and request inspections seamlessly through the online portal. Inspectors benefit from mobile-friendly workflows, real-time data access, automated notifications, and streamlined scheduling for proactive or tenant-requested visits. The system centralizes financials (eliminating dual-system use), automates fee calculations and reminders, and supports efficient documentation—making the entire process faster, more accurate, and user-friendly for both staff and property owners.

Since going live with Citizenserve in 2025, Berkeley's Rental Housing Safety Program has achieved significant improvements in efficiency and service quality.
