Background
Bryan, Texas, a growing college city in the Brazos Valley with a population approaching 90,000 residents, is home to Texas A&M University and a thriving mix of residential, commercial, and industrial development. The City of Bryan's Community Development Department oversees building permits, business licensing, planning, engineering reviews, fire inspections, and utility coordination to support this expansion. In 2023, Bryan transitioned from its legacy Central Square Trakit system to Citizenserve cloud-based government software, initially focusing on building permits and business licensing to modernize core permitting processes.
Challenge
At the outset, Bryan planned a limited rollout of Citizenserve for building permits and business licensing, aiming to replace an outdated, fragmented Trakit system that slowed reviews and created silos across departments. Processing times were lengthy due to manual handoffs, paper-based routing, and limited online access for applicants. After the initial modules proved successful, the city recognized the opportunity to expand—adding the Planning Department in late 2023, followed by Engineering, Fire, and Utilities in 2024 and 2025—to create a truly unified platform for all community development functions.
Solution
Citizenserve delivered a phased, scalable implementation that started strong with building permits and business licensing, then seamlessly incorporated Planning, Engineering, Fire, and Utilities modules over the following years. The platform unified workflows with configurable routing, online submissions, automated notifications, and centralized document management, eliminating departmental silos. This incremental approach allowed staff to adopt the system gradually while maintaining service continuity, with tailored configurations to match Bryan's specific review processes, fee schedules, and inter-departmental coordination needs.
Outcome
Since going live with Citizenserve in 2023 and completing the multi-department rollout by 2025, Bryan has dramatically improved efficiency: permit processing times have been cut in half across building, planning, and related reviews. Staff now benefit from real-time tracking, reduced manual tasks, and better collaboration, while applicants enjoy faster approvals, transparent status updates, and fully online submissions.
