Citizenserve is cloud-based digital community development software. We offer permitting, planning and zoning, licensing, request tracking, and code enforcement solutions. In this video, you can watch a demonstration of some of our software's functionality.

Submit a Digital Community Development (Building Permit) Application


First, a contractor Registers for a Portal Account. Then they submit a building permit online. Portal users can edit their applications, make payments, send messages, and request inspections through the Online Citizen Portal.

Review the Community Development Application


After submission, we log in as staff and review the home page. Staff can easily tweak their home page to show the tools they need. The application is automatically routed to staff for review. And as a result, they can approve it or send it back for more information. Here are some more cool software features:
- Each application can have its own workflow route.
- Supports consecutive or concurrent reviews.
- Select common phrases from the Comment Library.
- Add manual comments, send emails, and upload documents to the system.
- Add shapes, comments, and calculate measurements with the Document Markup tool.
- System conditions warn or stop staff from going rogue.

Once approved, Staff issue the permit. The contractor prints the permit and requests an inspection through the portal.

Digital Planning and Zoning Module


The Planning and Zoning module uses the same tools as a building permit. In addition, our workflows can manage design review meetings, city council meetings, and public hearings. As a result, we can generate meeting agendas and minutes from the database.

Digital Code Enforcement Module


Citizens can also submit code complaints through the citizen portal. Complaints are sent to staff for review. Once confirmed, the staff creates a code case for a junk vehicle and overgrown weeds. Citizenzserve also integrates with GIS systems to display GIS layers on a map. The Code Officer has full access to our cloud-based software in the field. They can add violations, take or upload photos, and produce letters using any browser-enabled device. Want to see more on our code enforcement module? Digital Health Inspections


Health inspections are usually tied to a health license. The inspection can be a required step for license approval and renewal. We will configure your inspection forms to track all required data.
